In 2025, the number of people admitted to stay under the exceptional admission to stay procedure fell by 10%, confirming the drop recorded in 2024, under the effect of the circular of January 23, 2025 modifying the criteria for exceptional admission to stay.
More precisely, the drop was 11.5% for economic reasons with 9,690 titles issued, 6.4% for family reasons with 18,780 titles issued, and 82.8% for students with 140 titles issued.
Still in 2025, a total of 28,610 people were regularized in all categories, compared to 31,833 in 2024 and 34,706 in 2023.
